Ecuadorean Navy Receives Speedboats for Maritime Vigilance

first_imgBy Dialogo January 11, 2012 Ecuadorean President Rafael Correa chaired a ceremony to mark the delivery of four speedboats, two tug boats, and an oceanographic research vessel to the Navy to reinforce maritime vigilance activities. Built by the Ecuadorean Naval Shipyard – ASTINAVE, the new speedboats are part of the project to reinforce the monitoring capabilities of the National Directorate of Aquatic Spaces to combat illicit activities along Ecuador’s coasts. During the delivery ceremony, President Correa stated, “I hope that it will be understood that we’re not only delivering speedboats and ships, but rather that we’re delivering knowledge, national added value, science, technology, and a culture of excellence; that ASTINAVE is delivering us development,” Correa declared. The new vessels will be destined to the provinces of Esmeraldas, Manabí, and Santa Elena and will be under the control of the Coast Guard Command. first_imgThe Pan South African Language Board (PanSALB) promotes multilingualism in South Africa by fostering the development of all 11 official languages, while encouraging the use of the many other languages spoken in the country.Linguistic human rights and advocacyPanSALB is mandated by law to investigate complaints about language rights violations from any individual, organisation or institution.PanSALB conducts hearings at which complainants and respondents are present, and depending on its findings may recommend steps to be taken by the department or institution concerned.In May 2004, PanSALB launched a campaign to raise the public’s awareness of their right to be served in their own language at government institutions.Speaking at the launch of the campaign in Pretoria, PanSALB chief executive Cynthia Marivate said the public should complain to PanSALB if public servants refused to serve them in their language.“This is not only limited to written information”, Marivate said. “Even verbal information should be communicated through the language citizens best understand.”She said it was the responsibility of government to get interpreters of all official languages at its key delivery service points.Language policy and lawPanSALB worked closely with the Department of Arts and Culture on its national policy for language use in government in higher education, launched in 2003, as well as on the South African Languages Bill and a number of initiatives to ensure that South Africa has the human resources needed to implement the Bill when it becomes law.These initiatives, announced in March 2004, include a government bursary scheme for postgraduate studies in language, interpreting and translation, and the setting up of language research and development centres to focus on nine of SA’s 11 indigenous languages: seSotho sa Lebowa, seSotho, seTswana, siSwati, Tshivenda, Xitsonga, isiNdebele, isiXhosa and isiZulu.Lexicography and terminology developmentAnother of PanSALB’s focus areas is that of lexicography and terminology development.Nine National Lexicography Units were registered in 2001, their task being to compile monolingual explanatory dictionaries and other products to help with language development.The Afrikaans, English, isiZulu, and isiXhosa units have published a number of volumes of their monolingual dictionaries.The Tshivenda Lexicography Unit, based at the University of Venda, launched the world’s first Tshivenda dictionary in July 2004, and said it expected to publish the final draft in 2006 or 2007.The lexicography units are based at tertiary institutions throughout South Africa. Each unit is managed by a board of directors and registered as a Section 21 (not-for-profit) company, which allows the unit autonomy to raise funds to carry on its work.Electronic translationPanSALB has also established an electronic translation programme in conjunction with Afrilingo, a company that has translated English computer programmes into isiZulu, isiXhosa, seTswana, Sesotho and Afrikaans.Afrilingo marketing and programme developer Thami Olivier said in May 2004 that the programme had been introduced at the Motheo and Mangaung district municipalities in the Free State, and that Afrilingo was working on translations into the five other South African languages.“By typing a word, you will get its translation in your preferred language, and when you click the volume icon box you will hear how it is pronounced”, Olivier said.“Our aim is to break down language barriers”, he said, adding that copies of the programme had been distributed to South Africa’s embassies in the United States.“This helps tourists to know the basics of language before they arrive in South Africa.”Khoi and San National Language BodyThis body was established in 1999 to promote and develop the Khoi and San languages. Will HP Moonshot Ignite Or Fizzle?

first_imgIf anything, give HP credit for historical parallels: when John F. Kennedy wanted to shake the U.S. out of a calamitous post-war funk, he gave Americans something to shoot for: the Moon. It’s very much in that spirit that HP’s management is hoping their latest Moonshot server product line will revitalize a company that’s been mired in declining hardware sales.Based on early indications, there is a good chance that this launch will be successful.Moonshot is not your typical server, with a single set of processors and memory storage sitting in a racked box, just one among many such boxes tightly networked together in racks and racks of such servers, filling up data centers, sucking in power and pumping out heat like a furnace. No, Moonshot is very much different.What We KnowReports have indicated that Moonshot servers will be small, cartridge-like devices only take up 6% of a current server’s space. Cartridges can be slotted into enclosures that will hold 45 of the microserver units. It is estimated that a standard server rack can hold anywhere from 10-40 enclosures, similar in look and feel to the Project Redstone development server configuration pictured above.This configuration will use 89% less power, early reports have stated. From a cost standpoint, that’s huge: not only are you knocking down your electric bill by nearly 90% per server, but low-power chips mean far less heat energy is created from voltage leakage and alway-on processors. Less heat means less money spent on cooling.“To put in that perspective, if just 10 large web services providers switched their traditional x86 servers to Moonshot, they could save a combined $120 million in energy operating expense and nearly one million metric tons of CO2 per year. The equivalent of taking over 180,000 cars off the road for a year,” CEO Meg Whitman said on a recent HP earnings call.Another unique feature of these devices: they aren’t tied to a single type of processor. Sure, there’s Intel chips in there, represented in the form of the low-power Atom processors, but there’s also support for ARM-based chips as well, from a variety of manufacturers. Multiple flash-based or standard hard drives are supported, too.That means you can order exactly the hardware combination you need, instead of trying to port your applications to a single rigidly defined hardware platform. Theoretically, you could build a single private cloud that would run applications built for multiple architectures, each application talking the the Moonshot unit that has the architecture it needs.What We Don’t KnowThe big unknown, at this point, is how much these microservers will cost. That’s going to be a key difference to whether these are truly going to reach their destination or just fizzle on the launchpad.Looking at HP’s ProLiant Gen8 servers, the low-end starts at $885 for the DL100 model, and $899 for the starting DL300. The question is, how many Moonshots equal the equivalent in processing power and storage of one of these full-sized server? If you tell me, hypothetically, that it would take five Moonshots to equal one DL100 (and trust me, I have no idea at this point) and each Moonshot costs $250, then that would be a problem, even factoring in the expected overhead for the customization costs that might be built in to the units.But, tell me that Moonshots will cost $150 with the same hardware specs, and I’d be all ears.Until we get the details on the price and the specs, there’s no telling how successful these will be. If HP were smart, they wouldn’t price these things out of the ballpark… and not just to attract sales from existing standard server owners. They also have to make prices attractive to keep potential customers from shifting over to a public cloud environment – a more difficult scenario every day as providers like AWS and Google keep lowering their prices.And even if Moonshots do take off, expect this to be a slow launch. Like the first moments of a Space Shuttle launch, when the rockets seem to just creep upwards, so too will Moonshots take a while to be widely deployed. Developers have to figure out how to work with them, and IT managers have to find reasons to put them on the procurement lists. To take off in the private cloud sector, there needs to be support from platforms like OpenStack and CloudStack soon.A lot is riding on this launch for HP, which could bring change to the IT industry as a whole: if a truly flexible low-power system can be introduced, the potential for savings and environmental benefits for the enterprise will be impossible to ignore.Image courtesy of HP. Stephen Curry Isnt Better Than LeBron On Offense — But Hes As

Apparently it’s the season of athletes making statistically unsupported comparisons to their peers. Back in May, Patrick Peterson claimed superiority over Richard Sherman in the NFL (something that, according to the numbers — is dubious), and now Golden State Warriors guard Stephen Curry told Dan Patrick Tuesday that he thinks he’s a better offensive player than LeBron James:A better offensive player, me or LeBron? That’s the first time I’ve ever been asked that question … Me. He obviously demands a lot of attention on the floor, but I like to say I can distribute, get my teammates involved and be a playmaker as well.With all due respect to Curry, a true offensive force in his own right, this is another case where the majority of statistical evidence doesn’t do the challenger any favors.According to the advanced box-score metrics, James spent the 2013-14 season outclassing Curry in usage rate, scoring efficiency, offensive rebounding, avoiding turnovers and drawing fouls. The only offensive areas in which Curry beat James were jump-shooting — Curry made 42 percent of his 3-point shots and 49 percent of his midrange jumpers; James knocked down those shots at rates of 38 and 39 percent, respectively — and passing (whether measured by assist percentage or SportVU’s optically tracked passing metrics).But James is no slouch in terms of distributing the ball, either; he ranked 19th among qualified NBA players in assist percentage a year ago. Distance shooting is really the only offensive category in which Curry claims a substantial edge over James — and it’s an advantage mitigated by the fact that James’s shot distribution skews so heavily toward easier shots at the rim. So Curry is a better long-range shooter than James, but James doesn’t take that many long-range shots.Zooming out, James’s personal offensive rating was higher than Curry’s even though James used a higher proportion of his team’s possessions (so subscribers to skill curve theory would have a hard time siding with Curry in this debate).Case closed? Not yet. There have been instances when such box-score-based metrics fail to tell the whole story, and players with gaudy combinations of usage and efficiency don’t always have the impact we’d predict from their individual stats. These are the kinds of incongruities that ESPN’s Real Plus Minus (RPM) is supposed to detect. RPM estimates a player’s effect on his team’s efficiency after accounting for the quality of his teammates, opponents and a host of other variables.By RPM, James was easily the offensive player who had the most impact in the NBA last season. Curry was second, slightly outpacing reigning MVP Kevin Durant.The comparison gets a little more interesting, though, when you look at these adjusted Four Factors ratings, which apply the same technique — estimating a player’s on-court impact via regression — to the four essential barometers of a team’s offensive performance: effective field goal percentage (which adjusts ordinary shooting percentage for the fact that 3-pointers are worth 1.5 times as much as 2s), turnover percentage, offensive rebounding rate and free-throw rate.In two of the four factors, James and Curry exert similar degrees of influence: Both boost team shooting percentages and reduce team turnover rates at levels greater than 95 percent of all NBA players. And despite his inferior individual offensive rebounding numbers, Curry is also associated with a much better rate of team effectiveness on the offensive glass than James is. This is probably due in part to the increased likelihood that 3-pointers result in “long rebounds” which can be rebounded more readily by the offense (of course, Miami’s incredibly low offensive rebounding percentage — at least some of which was part of a conscious strategy — bears mentioning).Through this lens, the biggest disparity between the two players is in free-throw rate: James was in the 99th percentile in that category, while Curry ranked in the 54th percentile. But free-throw rate is the least important of the Four Factors. Crafting an overall average based on the suggested weights for each category, Curry would actually place slightly ahead of James on offense (even if the overall adjusted plus/minus ratings generated by the same data set have James at No. 1).That would be an anomalous ranking, however, as the vast majority of advanced statistics side with James in this debate. The more interesting tidbit from such analysis might just be that Curry is within striking distance in most of the numbers, and that, statistically, there’s a good case to be made that Curry is superior on offense to Durant. James’s statistics are too overwhelming to be surpassed, but Curry is as close as anyone in the game. read more

Military to Support Request to House up to 20000 Unaccompanied Minors

first_img Dan Cohen AUTHOR The Trump administration is planning to house up to 20,000 unaccompanied migrant children on military installations, following a request from the Department of Health and Human Services to have facilities available as early as July. “HHS and DOD are working closely to determine the requirements and timing for support,” said DOD spokesman Army Lt. Col. Jamie Davis. “While four bases (three in Texas and one in Arkansas) have been visited by HHS for possible housing, it doesn’t mean any or all children would be housed there,” Davis said. HHS has inspected Goodfellow AFB, Dyess AFB and Fort Bliss in Texas, and Little Rock AFB, Ark.The children would be unaccompanied minors who crossed the Mexican border, not children separated from their parents, reported Stars and Stripes. The minimal, recoverable acute damage and the absence of an immune response support the possibility that mesh electronics may be permanently viable. “According to our past and ongoing studies thus far, mesh probes can maintain a stable recording/stimulation interface with the brain tissue for at least one to two years,” Lieber says. “However, this time period does not represent the achievable life expectancy since ongoing studies are currently under way to demonstrate even longer-term stability.” Due to the limitation of the rodent two- to three-year lifetime, the scientists expect to find more extensive stability in longer-living mammals such as rhesus macaques and in studies currently under way. “In the case with absent immune response as demonstrated in our recent paper, the life expectancy of mesh electronics should only be determined by biocompatibility and lifetime of the materials, including the metal electrodes (gold and platinum, which are both inert), and the passivating polymer that has been studied extensively in previous publications (such as Nemani et al 2) to show long-term stability in physiological conditions). Therefore, we remain confident that mesh electronics will likely have a life expectancy with stable neural interface and recording/stimulation functions for years, and envision the mesh ultimately as lifetime implant.”However, Lieber adds, should the mesh need to be removed, it can be directly extracted with minimum force and damage to the brain. “While this could cause a small amount of damage due to seamless integration with neural tissue, we believe the unprecedented stability and absence of chronic immune response of our neural tissue-like mesh electronics will lead to a paradigm change where the probe is a lifelong implantation that does not require removal.”Moving forward, Lieber says that they are conducting ongoing studies of new mesh designs having high large numbers of electrodes and multisite injections. “Moreover, our next steps include implantations of mesh electronics into tissues and organs other than the brain—for example, in the eye for in vivo recording of single retinal ganglion cells, in the spinal cord, in the muscle for studying signal propagation at the neuromuscular junction, and so on. We’re also beginning studies exploiting the unprecedented stability and absence of chronic immune response of the mesh electronics in Alzheimer’s and Parkinson’s disease models, and are working on implantation of mesh electronics in non-human primates subjects and human patients.”They also see a wide range of current and potential applications benefitting from the use of their mesh probe, including spinal cord and neuromuscular junction implants, brain–machine interfaces, cyborg animals, natural and pathological aging (such as Alzheimer’s disease) with insight on how spatial memory and learning evolve as a function of age and disease stage. Moreover, by adding stimulation electrodes, being able to enable fine level feedback that can ameliorate or overcome the cognitive declines associated with aging and other neurodegenerative diseases.As to other areas of research that might benefit from their study, Lieber says that in general, most areas of fundamental neuroscience research could benefit from mesh electronics’ unique capabilities of long-term stability and single neuron resolution. “In addition, almost any clinical/medical application that involves electrical recordings and/or stimulations will benefit from our studies. The probe—which does not require a power supply—directly records neural voltage changes by being able to interface with all regions of the brain from the level of single neuron through circuits and networks, in which the mesh recording electrode is connected by passivated metal lines (that is, having a protective coating applied to its surface) to input/output pads located at the opposite end of the mesh structure. These I/O pads, in turn, are then connected to Flat Flexible Cables (FFC) and plugged in external system for recording. The researchers also conducted systematic post-implantation studies, finding minimal or absent neural immune responses, and moreover that brain tissue had penetrated and merged with the mesh probe. The scientists note that the mesh implant may never require removal—but if it does, doing so would be a straightforward if not issue-free procedure. They conclude that most areas of fundamental neuroscience research could benefit from mesh electronics providing long-term stability and single-neuron resolution—unique capabilities not found in conventional neuroprosthetics—and state in their paper that ultraflexible open mesh electronics probes could in the future enable a wide range of opportunities for in vivo chronic recording and modulation of brain activity.Chemical Biology Mark Hyman Jr. Professor of Chemistry Charles Lieber discussed the paper that he, Lead author Graduate Student Tao Zhou, Postdoctoral Fellow Guosong Hong, and their colleagues published in Proceedings of the National Academy of Sciences. “The main challenge of designing and implanting an injectable ultraflexible open mesh probe is ensuring the design has four key features,” Lieber tells These factors are mesh openings larger than cell bodies to facilitate neuron penetration; mesh element features that are the same size or smaller than neurons; flexibility that in this study was many orders of magnitude greater than that of neurons; and mesh electronics that can be easily injected through very high-gauge needles to precisely control the mesh position. “By designing the mesh electronics such that all key properties are neuromorphically similar to neural tissue, we eliminate chronic immune response that is found with all other probes and medical implants, which are more like thorns in your tissue.” Fig. 4. Together, he adds, these features make the injected mesh electronics quite similar to neural networks that comprise brain tissue, and therefore quite distinct from conventional probes. © 2017 "The main challenges of demonstrating that the probes do not elicit inflammation or scarring—unlike the typical chronic tissue response—is to characterize the tissue-mesh interface at different times post-implantation," Lieber explains. To accomplish this, without removing implanted mesh probes the researchers sectioned mouse brains into both cross-sectional and longitudinal or sagittal (left/right) slices. "Investigations of both cross and longitudinal sections with the implanted mesh electronics probe provided detailed and global views, respectively, of probe/tissue interaction," he notes, stressing that in most cases conventional probes must be removed from tissue before sectioning, resulting in loss of some critical interface information."The horizontal and sagittal brain slices—which contain cross-sections of implanted mesh probes, and nearly the entire implanted mesh probe, respectively—were stained with antibodies that can target neuron somata, axons, astrocytes and microglia," Lieber continues, Moreover, he points out that these studies demonstrated that unlike conventional probes, neuron somata and axons around mesh probes were not harmed, and led to natural tissue levels at the mesh probe surface. "Similarly, the markers for immune response inflammation highlighting astrocytes and microglia showed that these species became background level after only a couple of weeks in the mesh electronics—but they proliferated and accumulated at the interfaces of conventional probes." The scientists also found that the ability of allowing the neurons and mesh to interpenetrate is universal for all meshes they injected and imaged at 6~12 weeks post injection, prompting them to initiate additional experiments to find out how the size of mesh electronics structural elements and other parameters might be tuned to enhance the capability of neuron interpenetration.It should be noted, Lieber tells, that the researchers are being conservative when in their paper they write a minimal immune response pending more detailed marker analyses. "In fact, we believe there is no immune response from the mesh because our results show that any initial enhancement in astrocyte and microglia return to background with no measureable difference proximate or distal to the probe at 12 weeks—and, as shown in our 2016 Nature Methods paper1—up to at least one year. We thus believe that the response is due to acute damage that occurs when inserting the needle (or for that matter, any probe) into the brain—but given the lack of immune response from the mesh probe, this acute damage all heals over time, as opposed to worsening, as is the case with conventional probes." , Nature Methods (—Neuroprostheses, neural probes and other intraneural tissue implants have offered remarkable benefits to recipients in a number of areas in neuroscience research and biomedical applications, therapeutic examples being not only Alzheimer's Disease, Parkinson's Disease, epilepsy, traumatic brain injury, and other neurological/neurologically-related conditions, as well as cognition, memory, and sensorimotor disorders. However, current neural implants have several drawbacks, including neural tissue inflammation or scarring due to device micromotion, as well as longevity and the potential need for removal, and high power requirements. Devising electrical probes that seamlessly integrate within neural tissue has therefore been a coveted goal. To that end, scientists at Harvard University have reported the successful implantation of a neuromorphic (that is, having a structure similar to brain tissue) ultraflexible open mesh electronics neural probe that is delivered to specific brain regions via syringe injection (a protocol they published in 2015 in Nature Nanotechnology)1. With an aim to strengthen the relation, spread peace and friendship between the two nations, the Indo-Pak students along with Pakistan delegates were invited by Hon’ble High Commissioner, Pakistan High Commission Abdul Basit.Indian students from Dev Samaj School and Okhla, DPS shushantlok Gurgaon welcomed students from Pakistan who came from Lahore, Karanchi, Rawalpindi and Islamabad and they showcased greetings, letters, collage and video at Pakistan High commission in the presence of HC Abdul Basit, Rakesh Gupta, founder R2R and Tina Vachani, co-founder R2R. Pakistani students also shared their experience in India along with their Indian friends.
